കോട്ടയം: വനിതാ സംവരണം 2029ല് നടപ്പാക്കുന്നതിനോടൊപ്പം ലോകസഭാ സീറ്റുകള് 50 ശതമാനം വര്ധിപ്പിക്കാനുള്ള കേന്ദ്രസര്ക്കാര് നീക്കം ഇന്ത്യയുടെ ഫെഡറല് സംവിധാനത്തെ ദുര്ബലപ്പെടുത്താനും ദേശീയതലത്തില് അധികാരം നിലനിര്ത്താനുമുള്ള ബിജെപിയുടെ ഗൂഢലക്ഷ്യമാണെന്ന് കേരള കോണ്ഗ്രസ്-എം ചെയര്മാന് ജോസ് കെ. മാണി എംപി.
മണ്ഡലങ്ങള് പുനര്നിര്ണയിക്കുമ്പോള് നഗര-ഗ്രാമീണ മേഖലകള് തമ്മില് വലിയ അന്തരങ്ങളുണ്ടാവും.
വനിതാ സംവരണ ബില് രാജ്യത്തെ സ്ത്രീ ശക്തീകരണത്തെ വലിയ തോതില് സഹായിക്കും. എന്നാൽ ഇതിന്റെ മറവില് സീറ്റുകള് വര്ധിപ്പിക്കാനുള്ള നീക്കം വടക്കു കിഴക്കന് സംസ്ഥാനങ്ങള്ക്കും ദക്ഷിണേന്ത്യന് സംസ്ഥാനങ്ങള്ക്കും പാര്ലമെന്റില് വലിയ തോതിലുള്ള പ്രാതിനിധ്യക്കുറവുണ്ടാക്കും. ജനസംഖ്യാടിസ്ഥാനത്തിലാണ് പാര്ലമെന്റ് മണ്ഡലങ്ങളുടെ പുനര്നിര്ണയം നടക്കുകയെന്നും രാജ്യത്ത് കുടുംബാസൂത്രണവും ജനസംഖ്യാ നിയന്ത്രണവും കാര്യക്ഷമമായി നടപ്പിലായത് ദക്ഷിണേന്ത്യന് സംസ്ഥാനങ്ങളിലാണെന്നും അദ്ദേഹം പറഞ്ഞു. ഇക്കാരണത്താല് കേരളവും തമിഴ്നാടുമടക്കം ജനസംഖ്യ കുറഞ്ഞ സംസ്ഥാനങ്ങളില് പാര്ലമെന്റ് സീറ്റുകളുടെ എണ്ണം കുറയുകയോ വര്ധനക്കില്ലാതിരിക്കുകയോ ചെയ്യും.രാജ്യഭരണം ആര്ക്കായിരിക്കണമെന്ന തീരുമാനം ഉത്തരേന്ത്യന് സംസ്ഥാനങ്ങള് നിശ്ചയിക്കണമെന്ന അജണ്ട നടപ്പാക്കാനാണ് കേന്ദ്രസര്ക്കാര് സീറ്റ് വര്ധനയിലൂടെ ശ്രമിക്കുന്നത്. മാത്രമല്ല, മണ്ഡലങ്ങള് പുനര്നിര്ണയിക്കുമ്പോള് നഗര-ഗ്രാമീണ മേഖലകള് തമ്മില് വലിയ അന്തരങ്ങളുണ്ടാവും.
ജനങ്ങളുടെ ഭാഷ, സാംസ്കാരികത്തനിമ എന്നിവയ്ക്കുമേല് വലിയ ഭീഷണികള് ഉയരും.
വടക്കു കിഴക്കന് സംസ്ഥാനങ്ങളിലെയും ദക്ഷിണേന്ത്യയിലെയും ജനങ്ങളുടെ ഭാഷ, സാംസ്കാരികത്തനിമ എന്നിവയ്ക്കുമേല് വലിയ ഭീഷണികള് ഉയരും. ഇതു മറച്ചുപിടിക്കാനാണ് സംസ്ഥാന നിയമസഭകളിലും 50 ശതമാനം സീറ്റുകള് വര്ധിപ്പിക്കണമെന്ന നിബന്ധന കൂട്ടിച്ചേര്ത്തിട്ടുള്ളതെന്നും ജോസ് കെ. മാണി ചൂണ്ടിക്കാട്ടി.
